What about an enderman holding a bow and arrow that shoots creepers?
Just the bow; if you're shooting creepers there's no need for arrows.
Also, either you'd need a giant enderman with a big bow or.. little (VERY LITTLE) creepers as ammo.
What about swarmers? They are tiny flying insects which deal half a heart of damage and take one hit to kill but come in groups of 50-9001. One swipe of a sword can kill all of them in very close range and arrows go straight through them.
