I think it depends on your situation. Most foods have their merits.
Apples are easy to get if you farm oak or dark oak trees but give pretty bad saturation even if you eat 3 or 4 of them.
Bread is easy to farm early on since wheat seeds are plentiful. However, bread needs to be crafted and is also made 3:1 from wheat, meaning that you only get 1 loaf of bread for every 3 wheat you grow.
Vegetables give decent saturation and are easy to farm. However, getting vegetables is a matter of either patiently killing zombies until one drops a carrot or potato, determinedly exploring until you find a village that has them growing, or just get lucky and get one from those without too much fuss. Carrots are also the only way to breed pigs as of version 1.4 (I think it was 1.4 where that change happened, anyway).
Steak gives the most saturation of any food that doesn't require precious materials. (Sorry to mob grinder fans, but gold is precious if you don't have a zombie pigman farm, and many (if not most) of us don't have one.) Cows are not hard to farm if you have plenty of wheat and they also drop leather, which is good for books, item frames, and some stuff from mods such as Backpack Mod (used to craft and to upgrade backpacks).
Rotten flesh is a go-to for people who are, well, too lazy to farm. It gives okay saturation and the food poisoning doesn't do anything to you if you stand still and don't do anything that consumes hunger. Not a good food, of course, but enough people rely on it that I might as well mention it.
Foods from mods vary as well.
For example, gysahl pickles from ChocoCraft give little saturation but can be easily produced in large amount and only give 2 points of hunger (1 drumstick), so you can eat multiple gysahl pickles in most situations. Not practical at all in combat, but good enough in safe areas.
As another example, jerky from Tinker's Construct works about as well as cooked chicken and just takes time to make. It can also be made from congealed blood (not the most practical thing unless you have a good way to make lots of blood) and blue slime balls (which are plentiful since blue slimes from Tinker's Construct aren't too hard to find most of the time).
Or, you can just forget about being optimal like I do and eat what strikes your fancy at any point in time!

I'll go with good ol' juicy Steak, once that ye have a nice cow pen goin' that be arrr, but seein' as nary one else has mentioned it yet Pumpkin Pie can be a quite good alternative when ye can't find cows yarrrgh harrrgh!
It doesn't refill as much hunger nor saturation as steak tho' arrrgh, but once that ye make a small sugar cane farm, pumpkin farm an' a chicken pen arrr, ye reach th' point o' bein' able t' craft more pies than ye can eat rather smartly yo ho ho!
Exactly potatoes is the answer because they are easy to farm and you can cook them for free on a couple camp fires. You dont have to do anything but wait and its free food; in fact my potatoes are done cooking now gtg.
Baked potatoes are far better than bread; you need 3 wheat per bread while potatoes give a net yield of over 3 per crop when harvested with Fortune III - that's more than 9 times the food value per crop, even more if you play in an older version like 1.6.4 as they restore more hunger than bread (since 1.8 they are the same; they are also still much better without Fortune). An 8x8 farm is more than enough to supply me with all the food I need, and there is no need to carry that much food when a stack of baked potatoes lasts me through 6-8 hours of caving (I also eat bread found in chests, even crafting it from wheat found in dungeon chests; on occasion I've returned from a caving session with more than 50 potatoes left since I found so much bread in mineshafts. I also eat the occasional potatoes and carrots dropped by zombies). Even back when I used a backpack mod I only took a couple additional stacks, or one additional stack when I used a double chest sized ender chest (I'll also bring a few extra to eat on my way to the area I'm currently exploring, more as distance increases so I have the same amount to eat while caving).
Cooked Porkchops and Steak have the highest hunger restoration in vanilla, at 8 hunger, while Golden Carrots have the highest saturation, at 14.4.
For modded foods, Hydra Chops from the Twilight Forest are the best, have 18 hunger and 36 saturation, plus they give Regeneration I. Of course, the challenge here is getting them, as the Hydra is a pretty tough boss, having 180 hearts, and dealing 9.5 hearts with its fiery breath, 9 with its explosive projectiles, and 24 with its bite, which only occurs at close range. And it only takes damage from projectiles when its mouth is open to attack. And like the mythical creature of legend, when one of its heads is killed, two more take its place.

Carrots or Steak IMO
It is quite easy to make a very good cow farm (for slaughtering), or if thats not your thing carrots are the next best to do.

That is the best food becouse you can carry them as a stack of hayblocks.
Wich is in fact 3 stacks of bread with a total amount of 1152 saturation points.
Think about it: Bread is not as bad as dryed kelp or cookies.
