It would seem you can create a village in the Nether with no problem. I made a flat area and plopped down some little wooden huts with doors, moved in two villagers, and they almost immediately made a baby. I fed them and they bred more. The village has grown now to over ten villagers, it has 48 doors and there is a naturally-spawned iron golem.
It seems there are no limits! Let me know if you guys do or do not have a similar experience. I want to investigate because I thought it was only possible to have villagers reproduce with open sky available, and these villagers have netherrack overhead.

Glad you guys like it! A word of warning, however, watch your village carefully after you reach ten villagers. You could be a long ways away from your village and an iron golem could spawn and start hitting zombie pigmen and that can aggress them to you from far away. I was 8+ chunks away from my village when zombie pigmen suddenly started randomly aggressing me. It took me a while to figure out why.

Bedrock and naturally generated netherrack don't count.

It's that the blocks are naturally generated as said above. Last time I checked it worked the same with beacons, since they need sky as well
I'd love to see a re-skinned version of these villages for the nether! This is pretty neat though, never knew it was possible.

It's mainly because of the crops. A simple matter of breaking the crops and quickly replanting.
