I've now got two diamond pickaxes with Effeciency V Unbreaking III and Fortune III. Is this the best possible without using and cheats or hacks? I've also got silk touch on another one but I don't see much point with that on a pickaxe. Fortune is much more beneficial IMO.

Like sharpness 5 or power 5, you need to combine 2 efficiency 4 books, or an efficiency 4 pickaxe with an efficiency 4 book, or 2 efficiency 4 pickaxes in an anvil.
I once used an Efficiency V, Fortune III, Unbreaking III diamond pickaxe for all mining while caving; however, you'd do yourself a big favor not to combine the two that you have (which will upgrade Eff IV to V) if you are playing in 1.8 since you will forfeit a repair and about 6,248 uses (prior to 1.8 the repair cost for one diamond will increase from 36 to 37 levels, an insignificant difference as it is impossible to repair it more at a time either way).
Assuming that you use it in a more normal manner there is little benefit to maxing out Efficiency as most of what you'll be mining won't be affected much by Efficiency (you need Haste II to mine stone faster) and you'll be switching between two pickaxes and it is wasteful to mine stone and iron/gold ore with it, even redstone as Fortune doesn't work well on it (by contrast, while caving I mostly mined ores, to the point where the XP from them was more than enough to repair the pickaxe and offset the stone and other stuff I mined; again, this was prior to 1.8; I repaired the pickaxe around 160 times for 250,000 or so blocks mined with it; in 1.8 you want to make to most out of every repair as you are limited to 6).
Also, Silk Touch can be useful; I use an Efficiency V, Silk Touch I, Unbreaking III diamond pickaxe to mine Ender chests, which are invaluable when used as backpacks, allowing me to mine some 6-7,000 ores before I have to return from a caving session. In this case Efficiency V is also a good investment, even in 1.8; I've never replaced my pickaxe yet after hundreds of play sessions and it still has most of its durability left - it will take literally years of daily playing to wear it out:
(as seen here, I also convert resources into blocks, enabling you to carry 9 times as much; some people use Silk Touch to mine ores because they think it saves space - but in reality every ore except lapis (only with Fortune II or III) takes up less space; I even make stops while still caving to smelt iron and gold ore to do the same with them. Yes I'm well aware of how things work with the Anvil. Getting level 5 isn't an issue for me. I was moreso trying to find out if I'm missing anything. I wasn't saying mine were the best, I was asking if there are other enchantments that I'm missing.

Also, I just want to point out, using a silk touch pickaxe is useful while mining so when you mine things like redstone, coal, or lapis, it doesn't fill up your inventory for when you mine some diamonds and there's no space in your inventory for your diamonds.

Only lapis average more than 9 drops per ore when mined with Fortune (redstone might be exacted to as well but Fortune hardly works on it, likely due to its abundance; you might as well mine it without Fortune and save your Fortune pickaxe).
Here is an example of how much you can mine by doing this, without having to return to empty your inventory; Ender chests are also just about the most valuable addition to the game for me (behind the anvil); this was all mined in a single play session:
That's about 5,000 resources mined (not counting coal I used for torches and smelting) - with plenty of space for more (if I had used Fortune to mine all of that I'd have mined about 9,500 resources - yeah, that's why I see Fortune as more of a hindrance than something useful).

That's from a personal mod, part of what is basically my own update to the game; in vanilla you can look at statistics (in the pause menu) although those track everything you've done since you started the world, not in just one play session.

without any cheats or hacks you can go ALOT higher. with a server and a plugin called essentials theres is an option to unlock enchanting levels and youre able to get all the way up to atleast 10 or X just to be safe. im not sure if you can actually make them naturally though havent ever tried. i usually used it for rewards on servers someone wins a minigame and next thing you know their reward was a sword with sharpness X knockback X unbreaking X.

Thanks for clarifying. I'm set for a while then, I've got a tool repair kit chest down on level 11 where I'm mining, complete with an anvil and I've even set up an enchanting room down here. I've got 4 stacks of pumpkin pie in the chest too, so I won't need to surface for a while!
And yeah i dont want anything to do with mods or plug ins or any of that.

I have an efficiency V, Unbreaking III, Fortune III and a mending enchantment on my pickaxe you can get one by trading with villagers, or do what I did which made an AFK fish farm.
By the time your done mining the pick will be back up to full durability.
Silk Touch is very useful for a variety of reasons! Although Fortune is definitely the best to get first. Get mending on the lot if you can and your all set.

I use my 'Silk Touch " pick almost all the time. It lets me recover stone, not cobblestone and grassy dirt when mining or just digging, Stone IMO has a lot better look than cobble for most builds and I use cobble rarely and generally only for accent.
I use the "Fortune III" pick only when mining to maximize yield. It gets mended from it's usage, but the other needs time in a XP farm to return to fully repaired.

When he said no cheats he said no cheats, which would include commands to get that. It's impossible to get it naturally.
Fortune III on a pickaxe is almost too good. I end up almost never using it to save it for diamonds.
enchant it however you want! just dont use commandblocks and att fortune 20k -.- i destroyed a server, its not possible to launch it again...
