Well Ive Made A Few Cities On My Server And Heres My Awnsers:
Id Reccomend Adding Shops And Maybe A Music Center.
For Roads I Would Use Obsidian Because There Dark Texture Is Most Relateable To Asphalt.
Working On It? If You Have A Community That Is Living In The City You Can Ask Them For Reccomendations On What To Build.
For Me I Never Base It On Anything, But If You Want A Theme, Go With A Good One
And Last But Not Least, You Might Want The Moderncraft Texture Pack. Thats My Advice.
Do one project/building at a time. If you don't, you may get overwhelmed and lose interest.
You could use your home town/city as a reference to what you can add to your MC city. You could have the obligatory set of buildings (town hall, police station, cathedral etc) mixed with a few buildings of your own, to add uniqueness to your city. Even if it's a house made out of red and white wool and shaped like a bell, you're adding you own element to the city.
You could also use Google maps to get some great aerial shots of the best cities and base the setup of yours on that.

I always start with a giant Pagoda/Shrine near water or on a dock above the water over a bay of some kind then work inland doing Japanese Architecture as I go. I prefer that style myself. I use real life buildings from historical references as inspirations. Google Image search is your friend. Find a time period and building style you prefer and have at it 1 building at a time! Roads I don't worry so much about until the end.
Well, try checking out this topic: It's called Minehatten. It was a personal project of mine and many others, but it eventually slowed down after 50 or so pages. Which is pretty good for a pass it on IMO. Just try to use parts of it as a template, and see where you head from there! (It is still going I think, but it is not as popular.)
1, zone/space out the city center how you want to build it. 2, use slabs or anything of blocks to zone the buildings..
EX:
======++=====
= *** =++=*** =
= *** =++=*** =
======++===== <--thats zone/space for building your house with blocks/slabs.
3,building one at a time, dont try to mutlitask!
4,Don't get carry away, build all the buildings before putting decorations.
5,After finshed building all the buildings, time for decorations!
6,Now do some finshing touch and BOOM YOUR DONE!
This word. I do not think it means what you think it means.
In any case, here's a good guide to getting started on city-building.

This next test is very dangerous. To help you remain tranquil in the face of almost certain death, smooth jazz will be deployed in three. Two. One. [SMOOTH JAZZ]
The sad part is, people would rather whine about Herobrine or some other crap then actually using their brains and talking about playing and having fun in Minecraft.
