Lapis seems to be most concentrated at layer 15, diamond at layer 10.

Coal can be anywhere on the map, this includes open rock faces on the surface. It comes in large veins.
Iron only appears around y=68 and lower, and is usually found in veins of 8 or so. Iron can also be found in monster dungeons, guarded by a spawner.
Lapis appears from 38 down, but chances are best around 19. It comes in small veins, but each ore block gives around 7 lapis pieces.
Gold is found from 38 down, comes in veins of about 8.
Redstone and diamond are found at or below y=19. Redstone is very common, comes in small veins, gives about 4-5 gems per ore, and is also found in diamond. Diamond, in contrast, is very rare, and only has about 4 blocks per vein.
Lava becomes increasingly common as you get deeper into the earth. Stagnant rivers of lava are a sign that you are pretty deep, and should keep an eye out for the precious blue ore.
Dungeons are small rooms that are made of cobble and mossy cobble. They have a monster spawner in the middle (and will spawn skeles, spiders, or zombies) and a chest or two containing some rare-ish items.
I recomend exploring caves near the bottom of the map. Pretty much anything you do down their will yeild ores. If you are going to mine, do it at level 14 to get the highest amounts of lapis along with everything else. Despite iron being found higher than diamond, its not any better to search for iron higher up. You'll find the same amoutn if you are digging in the diamond layer, but you will also find diamonds.
if youre a stat freak, the best way to clear any given area of all rare ores and such would be to branch mine, i wont go into detail about it because there is about 34905849058349085903 guides/videos on it
I've noticed a surprising number of diamond can be found just below the lava layers above bedrock, usually under the lava itself. If you can get rid of lava pools, I've literally found veins (usually 4-6) of diamond in 60% of lava pools.
