Yes, it should. Actually this sounds like a much better alternative to finite torches like Notch was talking about doing: torches are infinite unless doused by rain, and lamps are immune to rain.
Let's face it, it shouldn't be so damned easy to mob-proof large tracts of land.
What if they just popped like mushrooms do in sunlight? You could go around a pick them up and replace them, or just put a block over them to keep them dry.
Notch just needs to add lanterns so that things like this could be implemented. Just go to the Nether and gather some glowstone and make some everlasting lanterns. Then torches may be doused or burned out. What the hell is wrong with this idea? Why does it only make sense to me? WHY NOT?

BUT, I must say than I would actually like than some update features this, only to hear all of those who thougt this was a good idea to realize how it is NOT a good idea at all and suffer the consequences. (of course, I guess theres a minore few who would actually like it, maybe)...

I don't live in small caves, and I wouldn't have a problem making aesthetically pleasing overhangs over torches, real houses have them, learn to design.
Infact such a mechanic would force people to gain a little aesthetic design in their builds rather then dropping torches all over the flat ground everywhere, though that seems a bit beyond your train of thought.
For that fact, I rarely if ever cover torches ATM, but I wouldn't have any sort of trouble doing it, seems simple enough to me.

Dunno about you but I can punch them to death on hard without a problem, they don't exactly blow up unless they're practically touching you. If you really have that much trouble use a bow.

Just add protruding blocks to your wall, yes, spider proof. It even works on your house if you add an overhang.

Skeletons are just annoying, you can melee them if you really want to, but yes, a bow makes it much easier.

Because it makes a new player job of lighting impossible. Glowstone is FAR to expensive to be used for any commonly used item.
Here's the deal; and someone basically said it earlier- if rain puts out torches, just place your torches where they won't get snuffed. Put them under trees, build little shelters for them, whatever. Minecraft is about creating and that includes creating solutions for challenges. I mean, weren't booster carts a pretty cool, if bizarre, way to solve the problem of cart propulsion? Torch shelter is cake compared to that.... ...not that one should shelter torches with cake.
Also, if torches are to be put out by rain, don't forget that your underground torches are still fine. I would much prefer torches that have to be relit because they got moist over the hypothetical "timed torch" that burnt out after a while.
Finally, yes, I absolutely agree that lanterns made with glowstone dust are needed. Lanterns made with glowstone... are *maybe* too expensive, but I'd still agree to that. Man up, and learn how to exploit the Nether. Play the game.

Torches should not be destroyed but be doused out so you can put them back on with flint & steel.
