I've always known there were tools but I never actually noticed what tools they were. I also never noticed the crafting grid on the top surface or the cloth covering it.

Besides, considering that you have a workbench, it's probably going to have small tools for use with it.... it'd be tedious if we had to figure out patterns for hammers, saws, pliers, nails, etc... I would bet that it's a hammer, Saw, and pair of pliers on the workbench, used for holding parts of a creation.... after all a 3 pixel hand has to have some level of problem maneuvering a 2-pixel plank to build a bed...

Those are not shears. It's a hammer, a saw, and a pair of pliers - 3 things that you'd find on a workbench. Remember, the crafting bench is just a workspace. When we put items on the grid, they're shaped like the object we're creating for a reason - our character is actually taking the materials and building whatever it is we want. Using those tools.
I'm going with Pliers. The Handle Length and Lack of "blade" length makes them look a whole lot more like pliers. Plus, it's a Workbench, not a Gardening Bench.
So apparently, Steve can pull metal for the toolheads, cloth for the top of it, and various shades of brown paint from a cubic meter of wood. I wish all wood was as magical as this. P.S. GET YOUR HEAD OUT OF THE GUTTER.

Jeb says shears will be added in 1.7 and can be used on sheep, leaves, TnT, and... what was the last one...?
