I've played the game for months now, on and off, and still haven't seen a single charged creeper. And I want some mob heads, haven't seen one in survival.
I came up with an idea, but it's costly, so I need some advice first.
Namely, do you think it's a good idea to name tag several creepers, so they don't despawn, keep them in a hole somewhere where there's no desert and wait for a lightining to hit 'em? Is there some major flaw to my plan that I don't see? Like, do they stop being charged and I'd have to watch them all the time anyway, so nametagging would be just a waste of time?
I had 3 different worlds with 50+ hours each into them. I've also seen countless adventure maps, but haven't run into any charged creepers myself. I've only seen them referenced in Seth Bling's videos (mostly in MCEdit).

Your plan is best. For name tags, best route is enchanted fishing rod. (But even without enchants, it would take about two fishing rods for one name tag).
However, due to the rarity of thunderstorms, it's going to take a while. The Mindcrack crew has a Bukkit plugin that makes it rain much more often than normal, allowing many more thunderstorms.
One thing you should know: each charged creeper can only yield one mob head, so don't get a ton of mobs near one in the hopes of getting all their heads.

I have only encountered one charged creeper. It was fairly early on in my current world and I was building a wall for an outer perimeter. Stupidly I was working in the rain, but the only access was from the hill that was below me and I thought I would hear mobs before they got too close. I heard what I thought was a hiss, turned around to see an aqua coloured creeper counting down to detonation, I managed to get a few steps away before it went off but the blast was pretty big, knocked off about 3 quarters of my health through full iron armour and threw me pretty high into the air and off the edge of the wall I was on. The fall is what killed me, first death in the world and it destroyed a good chunk of what I was working on too.
I wasn't too up to speed on charged creepers, so didn't know what it was at first, but it was certainly of different appearance to other creepers I have seen (more blue than green) and the explosion was much bigger, so made sense it was a charged creeper.
Haven't seen one since, but I live in a swamp so storms are going on all the time.

I have been playing Minecraft ever since 1.2.5, and I've burned through many survival worlds doing so. Not once have I ever legitly seen a charged creeper.
Don't forget that some biomes have higher thunderstorm rates than others. I think Savannah biomes have a higher thunderstorm/lightning rate (verification needed)
Find a biome that has frequent rain and thunderstorms and develop a tactic that works for you that allows you to keep creepers at a safe distance, but within range to remain spawned. Charged creepers are rare, but I have seen it happen in worlds I've been building in. Never purposefully looked for them or messed with them though.

Actually, the easiest, most consistent way to obtain name tags now is trading with librarian villagers. You can trade easily obtained paper for emeralds, then use the emeralds to trade for name tags.

I think you'd still have to stick around the area since if you go too far the chunk with the hole in it could get unloaded.
