I ran a quick test on my map with the seed "wolf" (epic map, btw, found by accident), and it seems as though there is a slight distinction in the amount of resources, split directly at the spawn point.
Why do you keep saying it doesn't affect you? Both of your maps show a clear affinity towards the Southwest, both diamond and coal. I even mentioned before how you can see this on the coal map.
To reiterate; you are affected by this. Its proof positive in both of your maps. Try it with iron/gold/lapis as well, I bet you will see the same.
Also, its worth noting that your pictures look like they are taken in Cartographer in classic mode, which makes Southwest in the lower RIGHT corner, instead of lower left. But in both of your maps:

Scanned a 2² region area (1² region area per quadrant) for Diamond Ore (56)
13,401 of 134,217,728 blocks were Diamond Ore (0.01%)
NW quadrant: 3,279 blocks (24.47%)
NE quadrant: 2,449 blocks (18.27%)
SW quadrant: 4,228 blocks (31.55%)
SE quadrant: 3,445 blocks (25.71%)
After patch

And anyways I alredy tried Iron. I DID see a bit of difference, but not nearly as much as your maps. so there is something wrong there.
Of course! Nothing wrong with it; but you will want to be looking for the boosted resources in a different direction. I wasn't sure if you were looking at the wrong corner, possibly causing you not to see the larger number of resources in the Southwest (lower right) corner. Just have to take the directional shift into account.

Bump, I promise you nothing is going wrong only with your maps. Actually, I think its that your map is smaller than most of the maps posted in the thread, so it doesn't show the effect as well. This phenomenon is a statistically stable change; minor variations are possible, but an unmodded game is going to have virtually the same boosted distribution as another. The only thing I can think of is that one of the maps boosted ore generation, either before/after this, the effect was less noticable and you are in one of those. But this effect has been around pre-Beta, I think.

EDIT: Actually, I'm bored, I will. Not only is coal the most common, but it can be found from bedrock up to layer 106, compared to Iron which can only be found up to layer 67. Technically speaking, the less layers involved in the creation of the image, the better the difference will be able to be seen. Diamond would be an exception to this, since it's too sparse to be seen easily without zooming out quite a bit.
Here's a chart to illustrate the permeation of coal over all other minerals.
NOTE: THIS IS ON A LOG SCALE. Each level that goes up is 10x the previous level, meaning that the higher the chart goes, the bigger the difference.
Ergo, coal is always going to just be a bunch of noise, being that it's fugging everywhere. Though even still, I can roughly define the quadrants on your coal map. You're just saying it's not as pronounced as it should be. It is because, again, COAL IS FUGGING EVERYWHERE.

The difference is noticeable this time around, scanning Iron like some of you suggested. Not as pronunciated as the other maps, but maybe its just because my map is smaller...

To clarify, this is south west from the spawn (0,0), and not negative x / negative z? The maps gave me the impression that I would just need to go into neg x / neg z, but I know from watching the sun/moon that it's not south west.

I've been playing Minecraft for months and I haven't found a single diamond in my branch mine.. (partly because I'm lazy, and haven't expanded it much)
Until now.
My house is right on top of my spawn, so I weth down to my branch mine, and sure enough, it went out to the North. I dug 20 blocks South, and on my second (SECOND!) branch West..
DIAMMMOONDDDSSS!!!! and 17 iron. From a freaking 3x3 20-long passage and two 20-long branches.

Also WHY are you derping about "WHY DOESN'T IT AFFECT ME" when you're scanning for COAL. FFS. You might as well be scanning for Stone.
Scan for Iron, unless you're using mods, you'll see a difference.
Also zooming out helps you see more of a difference.
