Yep, there is cactuses taller than that. The terrain generator spawn cactuses in deserts and there's a very small chance of cactuses spawning on top of each other resulting in tall cactuses. I increased the frequency of cactuses to confirm this and I got these skyscraping cactuses.
Cacti grows only on Sand to a maximum height of three blocks, though higher stacks can placed by the player.

So, I visited the wikipage, and when i scrolled down a bit, Underneath "Trivia", i saw some pictures. And one of them said "Due to a bug, 5 block high cactus can be found." with a picture of a 5 block high cactus.

Anyway, some custom seeds can give 4 blocks high reeds or cacti, but the game that generates them so it's quite rare.
