I would use one for PvP and one for mobs. On a survival server, you're probably going to engage mobs more often than people, meaning one sword is going to need more durability than the other. I would use the Sharpness V sword for PvP and the Fire Aspect II Unbreaking III sword for mobs. Of course, you could use both, using the Fire Aspect first, then the Sharpness for the rest of the battle.
(Of course, you can't use the fire aspect sword on endermen)

Sharpness V, easily. Highest amount of damage you can do to a player in one hit in vanilla survival, although you could do extra via fall damage with knockback, or fire damage with fire aspect.
You should be able to combine those swords; it costs 34 levels to combine a Fire Aspect II, Unbreaking III sword in the first slot with a Sharpness V sword in the second slot (both renamed and in full condition; cost would be 4 less for never-repaired, unrenamed swords enchanted at the table, renaming sets the prior work cost to 2 and any anvil operation otherwise increases it by 2 each time); reversing the order costs 43 levels for the exact same swords; note that if the first sword is even slightly damaged it would cost up to 17 more levels in either case. However, you could wear out the Sharpness V sword then combine them as the repair cost depends on the sacrifice durability (5 levels for 313-412 durability remaining, which would keep the cost below 40 levels); if you know that they were repaired many times without being renamed you can rename one or both to reset the repair cost.
(it is also possible to repair a Sharpness V, Fire Aspect II, Unbreaking III sword, costing 33 levels for one diamond and 39 for two, which is still pretty cheap; at least when used to kill mobs, as you can kill 1,560 mobs (two hits) between two-unit repairs, returning many times the XP required to repair it; I personally prefer Knockback over Fire Aspect though as burning zombies set you on fire and fire damage only slowly kills so you'll hit them again anyway).
If you can't combine the swords, I recommend you use them in tandem (together). Use the fire aspect sword to start the combat and deal damage over time, then switch to the sharpness sword and slice and dice. Once he/she is no longer on fire, hit them with the fire aspect sword again.
Well, to be fair, the fire damage can only be reduced with enchantments or the resistance status effect. So it ignores the immediate protection that armor gives. However, there is a good chance that the opponent will have either enchantments or fire resistance (the latter completely negates fire and lava damage), so the fire aspect might not do that much. However, you can start off with the fire aspect, then use the sharpness V to deal main damage.
Hm, I know the choice is obviously Sharpness V but in my opinion, enchants in PVP are SORT OF useful, it really doesn't decide who wins. They are TONS of variables to also follow. For example: Who gets the unfortunate lag spike when fighting or who struck first and also if you or your opponent gets the higher reach distance over one another.

Don't forget armor; even full iron armor negates the effect of Sharpness on a diamond sword, compared to using an unenchanted sword on an unarmored player; in the first case the player gets 40% of 14.25 = 5.7 HP and in the second they get the full 8 HP of damage; with full diamond they only get 20% of the damage, or only 2.85 for the enchanted sword and 1.6 for unenchanted.
However, Fire Aspect II will still inflict 7 HP of damage unless they have Fire Protection/Resistance or a water bucket/nearby water; on the other hand, even in the full diamond armor/unenchanted sword case you can hit a player 2 times per second (rate limited by damage immunity when they flash red, something to consider when spam-clicking), thus deal 3.2 damage per second, killing them that much faster than fire.
If you are in sword combat, you will most likely be mouse spamming to swing as much as possible, meaning the initial damage of your sword will be dealt many times. For this reason, you would want the sword that deals the most damage in a single blow (Sharpness V). Unbreaking won't help you much in combat, and Fire Aspect is only really useful for mobs. If you really want to set someone on fire, use a Flame bow or a flint and steel. Even still, a smart PVPer will have a water bucket on his bar at all times, so fire isn't all that effective.
