I think that since Notch initially made TNT, it's become more useful than he would of ever imagined. I don't think he thought it would be as effective as a weapon, or that these mechanisms would require so much tnt. I think lowering it just one would be a much needed minor adjustment.

I would prefer a 3 gp cost, as that means that it still takes at least a little effort to amass some TNT, but not to the current degree of difficulty. Crafting recipe would be 3 blocks of gp either horizontally or diagonally, with sand filling the rest of the places.

If you place the torch too fast, just break the sand block just above the torch and the rest of the stack will collapse. This also works with gravel, but won't generate flint like digging it does.

It's too expensive. The problem is you need a bunch of TNT to do interesting things which as the OP said comes out to 50+ creepers killed. TNT really expands the range of what can be done in the game and it's a shame that is so costly to get enough to tinker with.
Things you can do with TNT:
*cannons
*redstone triggered floodgates
*dynamic structures (built with sand/cobblestone and "erased" with TNT)
I actually like the dynamic of how a mob trap is this massive industrial project, but when you complete it you have a steady stream of TNT. But even if the recipe was changed to 1 sulfur per, you would still need the mob trap for anything but a one-off use of TNT.
For game balance I would say 1 sulfur. If you want to keep the crafting look, 2 sulfur but increase drop rate.
TNT is a very powerful, destructive block, and has to be balanced. Maybe just invert the recipe?
The thing is 1 TNT is not very powerful. It's effect can be duplicated with a pick & shovel in < 20 seconds. It's currently unbalanced as being too weak/expensive.
sigh, for one if it only used 1 gunpowder it would be too easy to create. a.k.a just make a stone sword, kill a creeper get some sand make loads of TNT and blast away. now thats too easy.

This sort of also causes a positive feedback loop because of the use of big rooms. The only use for a GIANT room is for a mob trap. Mob Trap = Unlimited TNT. And really, TNT is still annoying because of the ugliness and danger is causes.
- Creepers are not hard to find really. Go out in the morning when all the other badies are dead or harmless and go creeper hunting. Any sort of mob trap gives you unlimited gunpowder. I made a trench around my house which I can them kill enemies from under the trench. This also gives me a steady supply of gunpowder.
- So this leaves the only real reason for TNT being mindless fun. Blowing up a mountain, laying minefields etc... none of these have a real practical use in survival. In Creative they do, and maybe once PvP really gets going it will have a use. But really, if your going to blow up a mountain, you use InvEdit and get the TNT. Making traps out of TNT is just a waste of time. Its only a one shot deal and not worth it.
- So I conclude that gunpowder is fine how it is. I collect it, just like redstone, but will I ever actually need a double chest full of gunpowder in a real survival situation? Of course not.

What makes this true, is the sand requirement. With TNT you dont only have to worry about getting the sulphur (very easy if you have a mob trap) but you have to farm the sand.. You could spend the time digging sand, traveling, and building, digging at your base and have more done in the same amount of time.
I think making TNT should be realistic ("Realism? In my Minecraft? Its more unlikely than you think!"), and getting it should involve sulfuric acid (making the item name "sulphur" actually accurate), toluene, nitric acid, and an anhydrous mixture of nitric acid and oleum. Not only do you get TNT out of it, but also you'd get back the sulfuric acid (since it's used in real life to nitrate the toluene, and is not consumed by the process), and some Red Water, which, like in real life, is highly toxic and can kill any mob, disintigrate trees, and render farmland infertile (like an anti-bonemeal, 1 time use, no relation to redstone, which is insoluble in water).
Or, keep TNT as it is, except instead of "Sulphur," it should be trinitrotoluene, so that it makes sense.
My friends and I just started really getting involved with TnT. We love it. There's no way I'd have it cost any less to make though. It's fantastic but it should not be super easy to get.
