I've been seeing this too, probably a bug.

Strange. Try digging the obsidian below the water and see if it flows.

Lol, no she/he was just enacting what that situation could turn into.

Random natural wool generated there and burnt,and the water stayed glitched like that

It's what we PAIN FOREST residents call SCIENCE and HERESY.

My guess is that it's related to physics-affected blocks not falling upon spawning, and if you were to alter any part of that, it would entirely go back to normal.
