I would say what everyone else says. Realistic and fun and could be used to make more clever machines and more ways to purposely kill people. And it makes no sense if a minecart just bounces off of someone and it goes back all the way. Its just annoying and it doesn't even make sense.

Don't mean to be a party pooper, but I have no support, atleast for now. Before getting all cranky, here's why:
-Minecarts are ment to be as a transport option, not a death machine.
-Wrestling with Minecarts in survival can sometimes be a pain. For example if you're trying to put together a group of carts, and they start bouncing back and forth, and also if you're messing with switches, that can be a problem too. I'd rather not be killed whilst doing a already finicky task.
-Minecart is the only good way to get a Villager transported to another location without dieing, or getting lost. Not to mention transporting other mobs, including hostiles. And getting mobs into these things with this suggestion is gonna be hard, because they're either die or not get in.
-Minecarts are one of the signature things about Minecraft we shouldn't make something as a Minecart for crying out loud more threatening than a Enderman or Zombie Pigman. Heck with that kind of damage on more complex Minecart systems, that's more damage than the Enderdragon! The Final Boss of Minecraft!
I may consider supporting later on if things are changed here and Minecarts are improved in Vanilla.

•Also, when hitting a mob downhill, it has a 50% chance of breaking
I find adding the falling in there makes it more "Dramatic", but if you can argue your point a bit I may change it.
Why would a big hunk of iron shatter when It runs over somebody?

4. Hmm, I would not really call them signature. And I see a horde of screaming rotting pig zombies a bit more threatening than a Minecart going down a track. Also, the Enderdragon is a pushover anyway, he needs buffed.
I support. And don't take this seriously, but it would be funny if the death message read "A minecart tried to ride (player)". Ironic.

2. The gamerule should be combined with mobGriefing
3. Mobs should drop loot, because the mob AI makes it so that they avoid rails
