Gold tools would be more useful if they could make use of the fortune attribute. Fortune shovels are only good for getting flint, fortune axes gain no bonuses in their area of use--all that remains for them is being used for farming or for breaking glowstone. Gold picks are fairly useless with fortune because they can't mine any ores above iron.
I submit that gold tools would be more useful with the following changes:
1.) make fortune on shovels generate special drops occasionally from scooping stuff - yes you can place it down and re-scoop for more loot, but that uses durability and takes time, besides there's not often a shortage of dirt, sand, or gravel. So it's not overpowered at all.
2.) make fortune on axes sometimes cause saplings to drop from wood logs provided they are near leaf blocks, and oak should sometimes drop apples in this case. Also, breaking leaf blocks with a fortune axe should increase the drops they give naturally. Lastly, fortune axes should have increased mushroom drops from mining mushrooms, and should have a chance of dropping pumpkin seeds when collecting pumpkins.
3.) make gold picks able to mine all ores.
I disagree with everything in this suggestion. No support.
The one and only thing I would add to gold tools to buff them is allowing them to get Unbreaking IV and V.
Why don't you support them? I need to know so that I can make informed decisions about what I need to change.

Even if a gold pick had unbreaking 7, what good would it be?
8 times as much durability means that it is basically a diamond length, high speed, wood powered pick. It can grab stone and coal, and I think lapis. Nothing else.
Hmm, actually, with a haste beacon as a way to clear out the "useless" stuff so you can go in with a fortune pick on the good stuff ...

They run out fast, but they mine stone faster than diamond.
They are used for strip mines.
They can't be used for strip mines because they have so low durability. The fact that they mine so fast is counteracted by their low durability so that their usefulness is extremely limited.

Well, I uh... I guess that's an option but it's kind of in the game for a reason. You know. There just kind of... underpowered so I thought it would be a good idea to... you know. Make them useful so we would use them.

I want
