The multiple attacks are to add as much difficulty to the oceans in a single mob.
The normal water attack is for attacking, the ice attack is to get you into the water, and stop it from leaving huge trails of broken ice, and the beach attack adds danger to the beach.
No other mobs do, but that's because no other mobs need to. Why did you set your signature to back up what you said? I personally don't support the harpoon by the way, but somebody suggested something similar.

Why Minecraft mobs should NEVER have multiple attacks:

I like this idea, but there are still some tweaks that could be made.
First of all, a rather minor quibble perhaps, is the appearance.
I'm not exactly a pro modeler, but I'm just going to tell you right off the bat that
your model looks much more like a sperm whale, with the eyes set forward on a heavy
upper jaw. Orcas are "beaked" whales like dolphins, and the snout ends in a slender tip.
Also, the eyes. While I'm well aware that the large white patch is a mere distraction,
but having the real eyes so apparent, with Minecraft's cartoony style and low-resolution
textures, just detracts from the iconic appearance IMO. The white underside is also
underdone a bit.
As I said I'm no modeler, so I just made a quick doodle of what a Minecraft orca would
probably look like.
Now for quibble number 2. You stated that the mob is neutral. The way you describe
it, though, it's just an aggressive mob with an agro timer. Since orcas can be trained
in real life, I'd suggest making them somehow tameable, but only to the extent that
they won't attack you without being attacked first. Perhaps this could be accomplished
by throwing a bunch of fish to them or something. I know it's not nearly that easy, but
then again an actual wolf won't become your life-sacrificing best friend because you handed
him a bone, so hey.
Since this thing is so ridiculously powerful, I might suggest that it has it own hunger thing.
It slowly loses hunger points, having a maximum of 3. Every time it kills a mob or player, it
will regain one hunger, and once it's at max it will mainly stay off the shoreline and in deeper
waters, so that they aren't just constantly popping up everywhere whenever you try to go to the beach.
awesome idea. though maybe they should act like wolves since it would be rare for humans to be attacked by one in the wild. also they should drop whale blubber which can be used to make a potion of anti-hunger

1. Yes, that's why It's a WIP model. I agree with the white on the belly, and had already started to work on it. I may remake the model though, it was based on a beluga whale I made earlier (That's why it kinda is derpy)

Squids were added back in Beta 1.2. I'm sure with the enderdragon AI, and the squid AI they could get something decent. They aren't always hostile to humans, and I get that, but do bats fly around 50 metres under the ground? Are squids derpy? Does a wolf pack just ignore you if you come near? Does a wolf fight back if you injure it, or does it continue attacking? I mentioned them hunting squids.

Seems like a pretty cool idea. =) I've long wanted (and also feared for) a water mob. I was worried that mojang'd add pirahna or something that'd make swimming places impossible. But with the orca, as long as you keep moving you'll be fine. =D
I would like something a little more exclusive as a drop, however.
I love it, more diversity is good. I think the drops are a little weak however for a mob of this difficulty. I don't have any ideas but, if you want to add another item, make it an Orca's Tooth. This could be used for a waterwalking potion (?).

The drop is a problem. A waterwalking potion is not the best idea, but yes, It does need a new drop.
