What that OP doesn't realise is that just because it seems "rare" doesn't mean that it needs a buff nor is it actually rare. I think cows could just be made more common; however, then the player would have an abundance of leather and max an enchantment table fairly easily.
Here is what I propose; the crafting recipe for leather armour is changed to require less leather to compliment this deficiency of cows. I suppose it could involve sticks, or something else that is relatively easy to obtain.

When it comes to a suggestion regarding the combat system, you need to consider all the other systems that are concerned with the combat system as well. Enchantability can immediately make a sword a lot more OP than it really is suggested. It only makes the criticism seems ignorant if these aspects are overlooked.

Adventure update just made passive mobs spawn much more rarely. (There also needs to be a very low amount of them in the are for more to spawn)

Also, the idea that you killed 150 cows and didn't obtain enough leather for 15 bookcases is statistically impossible, and close to being mathematically impossible. That means that over 105 of the cows that you killed didn't drop any leather. I highly doubt that.
Theoretically, the amount of leather that you obtain from killing a heard of cows should be equivalent to the amount of cows there. This is because there is a 1/3 to drop no leather, 1/3 to drop 1 piece and 1/3 to drop 2 pieces. So in this case, 50 cows would drop no leather, 50 cows would drop 1, and 50 would drop 2. That totals to 150 leather. However, this is just in theory.
