Disclaimer: As you may already guess from my numerous other alread-suggested ideas with new twists, Iron tools rusting has been suggested before, but Iron tools will not rust with this added.
So I did a search on Rusty tools to see what came up, just Iron rusting, so I'm fairly certain that this is an original suggestion.
Rusty tools and armour are, well, just that, rusty old tools and armour that are slightly below the durability of Stone and Chainmail1.
Iron tools and armour cannot rust (as stated in the title and disclaimer), but instead, Rusty tools are found commonly in dungeon, stronghold and fortress chests.
Rusty tools may seem useless, but have several uses:
Zombies now spawn with Rusty armour and tools2
Wither skeletons now wield rusty swords3
They can be turned back into Iron tools rather cheaply
To explain the latter, the player simply needs to craft a Rusty tool with an Iron ingot to remove all the rust and replace it with an Iron ingot's metal. While this would be rather pointless with shovels, it would help with axes and pickaxes, saving the player 2 ingots and 2 sticks. Armour could be done the same with, but would require 2 Ingots for boots and helmets and 4 ingots for leggins and chestplates.
Notes:
Rusty armour is nevertheless stronger than gold armour.
Zombie's would wield rusty tools slightly more often than Iron tools, but still not over-commonly

I support, but I think that specific tools should have a specific number of ingots for repairing. Mainly because two ingots for a chest-plate or leggings is kind of overpowered.
Also, I think that rusty tools should pretty much just replace Zombies holding normal iron tools. It'd make sense since the tools they found probably weren't just dropped on the ground, ripe for the pickings. They were probably deep down in the soil, or water, just having nothing to do but oxidize.
I don't really think there should be more tiers of tools/armor, especially lower tiers; after all, I can go in a cave and get enough iron for full iron armor and all tools in like 10 minutes, which renders leather, gold, and chainmail useless (I'm the kind who mines exactly three stone with a wooden pickaxe, then upgrades to iron as soon as I find some, then diamond, which is ultimately all I use for tools and armor, only making other wooden tools so I can get the achievements, and that isn't required anymore in 1.7+). Maybe on a Skyblock map, but even then you'd be better off using iron from iron golems directly, and even a small farm will give you plenty of iron, or getting diamond gear from villager trading (assuming of course that you have access to the Nether for potions to cure zombie villagers; I'm thinking of Skyblock maps where you can defeat the Dragon and all).
I also believe that Jeb or another Mojangster said something to the effect of no new tool tiers (no source, just that others have said so on the forums).
this is unnecessary and annoying for such a simple game, it's like suggesting food in chests should rot over time

While I can see why that would make sense, that would make armour crafting Overpowered, as you could just anvil a Rusty chestplate and only 1 iron ingot to get an iron chestplate.

I think he was saying, since when you use the anvil it can only use 1 item at a time to repair it, rather than 2 or more, then the only way to use 4 iron to repair it would be in a crafting bench. Unless there was some way of repairing it one at a time until it was fully restored, and anvil would make it too cheap

But it also costs levels in an anvil. Personally, I think anvil would be better, but it would require the player to have already obtained 31 iron ingots to craft. So, I don't really know.
Anyway, I don't really see the point of this. This would have to spawn on mobs fairly commonly to actually make this useful. However, it is a nice suggestion, so partial support!
Why don't you just make iron tools / gears turn into rusty variants of themselves once it reaches such low durability.
like don't change anything but its name and appearance.
and hey, I'm sure your mobs will still wear the rusty gear when spawned, because the gear they have is usually very broken (low in durability).
