Guys, I found a thing! It IS possible to make custom commands, but you write them in a book, not chat! See the by SimplySarc(he uses it as a death note, it can be used in different ways), or I can tell you! (NOTE: This may not work on Bukkit/Spigot servers!)
Tutorial(from me):
1. Get yourself a Command Block using /give @p minecraft:command_block
2. Place it, and put this command in it: /clear @p minecraft:writable_book 0 0 {pages:["PutCommandHere"]}
3. Replace PutCommandHere with the command you want to send.
4. Place a comparator, that will get a signal from the command block. The single torch should be facing AWAY form the command block.
5. Place another command block from that comparator, make sure that the single torch side is facing the command block.
7. Put any command you want in that second command block.
8. Get a fast clock that will constantly be activating the first command block.
Yes, you could check for text using books (or renamed items with a hopper system), though you still have to obtain the book from somewhere, and it consumes a resource.
The idea of this suggestion is to specifically test for chat and command keywords, such as for a word blacklist, or a simple way to add op or non-op commands.
Could someone help? Please tell me what version of Minecraft this works in and is it Vanilla?! When I tried to do this with 1.8 and 1.7.10 vanilla, they kept saying "usage: /testfor <player>" its annoying even though I put: /testfor @a [chat="/kits"], it doesnt work!! HELP!!

Read the section that this is in. It is a suggestion for the game, not something already in the game...

Please note, if I deny a suggestion because it is already possible, then I mean it is already possible withing 10 command blocks (That do not spawn other command blocks) or up to 5 creations (Command blocks that spawn other command blocks) to make your suggestion.
If I critique your suggestion I am not hating on you. Learn the difference.
Honestly, I don't understand why this isn't already included. You could make new commands in vanilla servers/worlds with one command block.

It would be cool if you can do /scoreboard players set saidCom @a 1 {Chat:[Mode:ChatBox,Input:"BlaBlaBla"]} and other modes can be like ChatBox/ComBlock/Anvil and so forth because that will allow you to pinpoint who did a command in their chat and react to it, like warp, or if you put /kill @a in a command block, the server can use /stats to remove that command block and warn the player to not use that command WITHOUT PLUGINS!

%100 support. i would make 10000000 maps where you have waypoint, a command for support, a "back to checkpoint" command, version of the map command, etc.
Why isn't it in the game yet? If Mojang have a reeason to not include this in MC tell me why!

That would be AMZING but then again that would lag you game a lot knowing it is always running in the background for every word/letter/character
OK this is an awesome idea. i am a programmer so i understand variables and i think this would be cool
