I think that as a simple change that they should make coal blocks, when lit with fire, burn forever like netherack. This is purely aesthetic, but i don;t really like the texture for netherack, so it would be cool to have something like that.
If this is just because you don't like how Netherrack looks, why not use a simple resource pack; all you need is the coal block texture, pack.mcmeta, and pack.png (open the jar to see the format; resource packs use the same structure as the assets folder, with the other two files also in the jar)? Copy the coal block texture (I think its coal_block.png) and rename it to netherrack.png in your resource pack, edit pack.mcmeta (description: "Coal block Netherrack Texture") and pack.png (picture of burning coal block), and there you go (you can easily switch it out when you go to the Nether).
Otherwise, I still don't support it because burning forever is a special properly of Netherrack.
In my opinion, I think that this would be a better use for coal. You always have too much of it or to little. On the other hand, it takes out the risk of getting infinite fire.

The problem with changing resource pack is that it also changes all those natural Netherracks in the Nether.
Besides, what's the harm of an forever burning block of coal?
when you pack a bunch of coal together in reality and light it, does it burn forever? Didn't think so. Look at it this way, if coal was made infinitely burnable, what purpose would netherrack have? I mean, what else do you use it for other than a block that never gets burned? I have so much coal (three double chests full) that i would have no use for netherrack anymore. removing the purpose of the block also removes a purpose of going to the nether, leaving the only actual valuable thing a blaze (gives blaze rods). The only reason that you would want soul sand is to make a wither, and netherrack would become a purely aesthetic block, which is actually quite ugly if you ask me.

Why you should NOT name new "special ability" weapons as "XXX Swords":
- No other swords have special abilities. - Make a new kind of weapon.

Also, just because you don't like the texture, doesn't mean that the 14 million people that play Minecraft should adjust to a different texture just because 1 person doesn't like it and complains about it. there is no harm other then the fact this will take away a bit of Netheracks uniqueness,
but still, not much harm.
