Disables/enables damage/effects caused by throwing splash potions on players.
For example, if a player throws a splash potion of poison on another player, he won't be affected from it.
I would rather something like that with team options from the scoreboard.

I see your point, but randomTicks would cover them all. So then ice wouldn't melt, plants wouldn't grow, and leaves wouldn't decay (Or they all would) noHunger is removed, I honestly don't get what you mean by "naturalSpawn", or enablePvp. The dimensions change is a good idea, I'll add that.

doGrassDecay isn't really needed, we have grassless dirt now.
redstonePower is a pretty good idea, unless you need to have the power run out. I think I will put up a poll for it.

There is a block for this already. It is called grassless dirt: /give <player> 3 <amount> 1 gives you grassless dirt. Grassless dirt doesn't turn to grass, or anything else, it just stays dirt. So this is already in game.

Just in case you don't know what gamerules are, here's a quote from the Minecraft Wiki: "Game Rules allow players and command blocks to adjust several base settings." In other words, gamerules are a set of commands that change the way each individual world works.
List of gamerules that would be added: /gamerule enablePvp (True or false) Enables or disables PvP.
/gamerule enableFallDamage(True or false) Enables or disables fall damage.
/gamerule mobSpawn (ID of mob*)(True or false) Enables or disables that paticular mob to spawn.
/gamerule blockBreak (ID of block*) (True or false)Enables or disables that paticular block to get mined, broken, griefed, etc.
/gamerule blockPlace (ID of block*) (True or false) Enables or disables that paticular block to get placed.
/gamerule enableChat (True or false) Enables or disables chat.
/gamerule playerDamage (True or false) Enables or disables ALL damage that players can take.

1.5.2 is severely outdated now, if its simply to add to your list of mods, well i'm afraid your out of luck, unless you have a friend that knows how to make mods.

The enablePvp can be done with the scoreboard commands. You would make a team everyone joins and you turn team pvp off. Thus I find that one useless.
doMobSpawning not naturalSpawn, sorry about that :P. Anyway, with that you can set the gamemode to hard and turn that off but the game will do the hunger, damage, etc. the same but nothing will spawn unless you use summon or spawn eggs.

plantGrowth- (syntax might be off), this would prevent that, and most likely the doLeaveDecay and doIceMelt
noHunger- you can give potion effects and turn the particles to false
mobSpawn- not really needed because Mojang could at a perimeter to the current naturalSpawn and do the same thing
enablePvp- scoreboard commands can do that
disableEnd/Nether- that would look better as enable and would also be better as just one command like

randomTickSpeed (upcoming) - How often a random tick occurs, such as plant growth, leaf decay, etc. Can be 0 to disable random updates.
This doesn't apply to each thing individually, however. It's either all or nothing for this gamerule. (I think)

How about making /gamerule tntGriefing per block, so you cannot blow up certain blocks, but others you can.
