Why only 12 maps? That is a rather silly restriction. It isn't like a chest is that expensive either. And since a book can only have 50 (I think) pages, I think that is a good enough limit.

Yeah I thought that was silly too someone asked me to do it so people don't use a book as a storage for lets say 40 maps.

I think a dedicated Atlas item crafed from books / maps, would be better than trying to make the book and quill interface do 2 different things.
A separate Atlas item would also balance out the very costrly map creation cost vs the current relatively cheap written book copying cost.
And would allow a much better and SQUARE GUI for browsing your maps, with arrows to scroll to the next map in all directions (N, S, E and W), automatically lining up a new map area to the proper "center" (and ame zoom level) at the appropriate paper and compass cost.
I think it would be nice to have a book of maps, and maybe even also have it show you the closest map to where you are at that you have in book AUTOMATICALLY, cause having to flip through a book full of maps might take too much time specially if you are being chased by a creeper in survival mode...
Here's a thought: Instead of making the map a drag and drop, make it so you just have to click it so the player will grab it (like regular items). When the player hovers their mouse over the book and quill, they will receive an outline of where the map is going to be placed. They can click to place the map on the page. The player will be able to adjust where the map goes up and down, but since it takes up the whole width, not sideways.

Some people have pointed out the idea of using screenshots in books too, although this brings up some interesting issues on Multiplayer Servers. Would the server host's screenshots be available for use in books? Would the client be able to upload any screenshot they want?

I'm very alone in my Minecraft worlds as I don't have a very good internet connection to run a server. If you're like me, you might be interested in my Posse mod suggestion.
I like the scrapbook idea; maybe there could be a third button next to "sign" and "done" called "sketch", where it would take whatever the player's looking at (minus hotbar and the book interface itself) and generate a line drawing, kind of like one of the Super Secret Settings. Since it's a book and quill (using ink), this would give the feel of your player actually sketching the image.
