I really like the dungeon crawling (or mining, I should say) aspect of Minecraft. However, it's not that rewarding considering you only have 16 items that can possibly spawn in the chest, some of which are typical items, like wheat, iron ingots, & gunpowder. This suggestion changes that.
Basically, when you find a dungeon, there is a 1/200 chance of finding a spawn egg. However, before you say that this is extremely rare, this is about the same frequency that Diamond Horse Armor & Golden Apples spawn.
The main drawback of this is you cannot find villager, horse, or Mooshroom spawn eggs in chests. In fact, you most generally find passive mob eggs, like cow, chickens, & pigs. You have a very low chance of finding hostile mob eggs, like Endermen or witches.
In addition to that, the passive mob eggs only spawn babies, giving incentive to protect passive mobs & let them grow. Hostile mobs will spawn with full health, & Zombies will more often than not spawn as babies, making them effective weapons as well as defenses.
Now then, time to list the benefits of this suggestion:
Gives incentive to look for Dungeons
Helps make early game farms if you're lucky enough to find a dungeon upon spawning
Actually makes spawn eggs obtainable in survival
Gives more variety to dungeon loot (albeit a very small difference)
No. Spawn eggs in survival? What uses will this have besides trolling/griefing? What do you benefit from having spawn eggs rather than just finding the same mob?
One zombie/skeleton spawn egg is hardly overpowered. If these spawn with a 1/200 chance (and who has ever found 200 dungeons?) then you'll be lucky IF you find one. What would be really interesting is if you could craft spawn eggs into spawners, and that way make your own farms.
Edit: not sure what you mean by 1/200. Diamond horse armor is not 1/200 per dungeon, it's a slightly more complicated calculation because there are lots of items in one dungeon.
Spawn eggs in survival? I don't see the benefits, other than just killing the mob for its drops and XP. I'd rather go to their natural spawning site and just slaughter many at the same time. Also, I would be pretty disappointed if I found a squid egg, and feel like the king of trolls with a blaze spawn egg.
I see no real point to this. Spawn Eggs aren't much use in survival.
They're aren't really over-powered, but a bit idiotic, if you ask me.
I do wish for more dungeon loot, but I dun't think Spawn Eggs is it.
Also, I have plenty of incentive to hunt dungeons. Name Tags.

1: Breeding animals is not that hard, if you have enough to go into a dungeon then you should have a farm ready
2: Spawn eggs are quite useless when it's just by themselves, so you won't benefit much from this
Spawn eggs are meant for creative players who want to create big farms quickly without finding the animals.
In the real world, theres no such thing as spawn egg or anything like that.
Thus, in survival, spawn eggs are not implemented.

But only if there are only overworld mobs in it. It wouldn't make sense to see a ghast egg.
