My suggestion is implementing a craftable instrument that is like a clock. However, it can predict the weather and tell you if tomorrow will be snow, rain, be cloudy, or sunny.
This would be very handy for when you're wanting to fish on rainy days, fortify your fort on cloudy ones, or enjoy a snowy evening.
The idea is inspired by the game Don't Starve which have a similar tool.
I think the downfall starting or stopping is random, so predicting it would require it to have a delay or something.
It could be usefull for telling if it's raining if you're in a cave system.

Actually, it's not as random as you think. Really rain is caused by a timer that causes it to rain whenever it reaches zero. Thunderstorms work the same way. So it would actually be easy to make an item that predicts that weather.
support, Instead of a clock it could be redstone powered. Just hook up a redstone torch and the machine and it could tell you the forecast for the next day and that day.

Anyways I like the idea. As said, Rain isn't completely random and even if it was it could be changed to still be random but trigger the tool to change 3-5 minutes in advance, with a chance of not happening accurately to make so it can be wrong sometimes.

Sorry but rain is completely random and the game can't simply predict the weather the following day.
I don't know if I would use this myself, but I could see this being used in interesting ways.
