If you have been playing as long as I have, you may remember that in the Beta 1.8 pre-release you could could change the time by holding F6 or F7. F6 made time go forwards, F7 made it go backwards, respectively moving the sun's position forwards or backwards.
But unfortunately, this feature never made into the full version. My suggestion is to add this feature into the game. Along with a new command.
To prevent complications on servers, this will be a singleplayer only feature, you will also need to be in creative mode and have cheats on.
New command: /lapsetime.
This command can be used to make the sun move forwards or backwards, which changes the time.
The amount of time that lapses will be based off of minecraft ticks. Minecrafts time is measured in a unit called a tick. According to the minecraft wiki, one in game second is equal to about 0.27 ticks. The amount of time changed will be typed as /lapsetime (amount of ticks).
So typing in /lapsetime 1000 will make the time move forwards one minecraft hour, typing /lapsetime -1000 will make minecrafts time move back one hour.
/lapsetime 24000 will make a day go by, /lapse -24000 will subtract a day, and so on.
This command will be in multiplayer, but only ops can use it (obviously).
Over all this could improve time control and even make time move backwards. I think it would be great to be able to control time easily with just two keys.
This feature can used to make quick time changes when you just don't feel like typing /time set 1600.
It would also be a great feature for adventure maps. And minecraft machinima videos could use this.

Its not complicated. One of the 1.7 snapshots did something like this if you left minecraft paused for too long. And it was a bug. If you could accidentally add it, its not complicated.
Its convenient. I find it frustrating to have to go to the minecraft wiki every time I want to look up a certain time, when I could hold F7 for 2 seconds.
It would also be a great feature for adventure maps. And minecraft machinima videos could use this to simulate time going by.
Imagine playing on an adventure map, and you can see the landscape change thanks to /setblock, and see so many days go by
to simulate the change of a certain area instead of just teleport to another area of the map.
You can turn /gamerule doDaylightCycle to off, and make a fast redstone clock. Hook that up to a command block that says /time add 1. Or I think /time add 23999 for backwards.

Its not really meant to replace any commands. But like my post above yours said this would a be a cool feature and could be useful for other things.

Sometimes, redstone is better. And there is nothing complicated about clocks.
There. Your problem is solved.
Just use the set time command.
