First off, reading the title does not say it all. I say this for two reasons:
I had to click the thread just to see if I was anywhere close to correct in guessing what you were suggesting. I wasn't.

That being said, I do want an easy way to move Villagers. I would rather lure them with an Emerald or Emerald Block, but this could work too. Perhaps this makes other Villagers like you less because you are kidnapping them?
You could just... you know. Trap one. Which could save you a lead.
Well... that CAN be a pain some times. Plus if you want to move a Villager to a new Village it requires a ton of Minecart Tracks or a path surrounded by 2-high walls so you can push them with water. This would be easier.

Of course it's a pain if you need to chase off the villagers who are blocking your way when you're trying to place a block where the villager is standing. The lead is a good idea to pull them away, as in the same way how you want to pull animals away from your building site.

If you want to move a whole village of Testificates, this might be a good way of transporting them (you don't need to wait for the Villagers to respond to the Emerald)
I REALLY want a way to bring some villagers away from their village, where I can put them in toruter boxes, hand them over my ravine in cages, and force them to be my emerald-producing slaves.
And I want to be able to do it without any of the other villagers finding out what REALLY happened to them. All they would know is "Oh, well, Herbert has come to live with me, where he's well fed, well protected, and well-cared for in every other regard. Who knows? Maybe you'll join me at my little home-resort too...."*Evil smile*
I feel kind of messed up saying that. XD

I like the alternative of the emerald on a stick, or just emeralds in general. I'll be transporting those villagers away from zombies in no time.

But I do have one question, would the villagers around notice/express any emotion such as intent to attack you or would they just ignore you as you capture their brethren?
It's a pain to transport Villagers.
So...... Sneak+Right Click with Lead=Captured Villager.
p.s. They will hate you more if you do so. Though it saves you lots of iron.
