My suggestion is that zombie and skeletons can ride boats. They aren't new mobs, they are like the spider jockey or any mob riding a minecart.
They naturally spawn in boats in ocean and deep ocean biomes at night.
The boats are 15% slower than the player's. The zombies attack by ramming their boat at you, destroying both boats. Once their boat is destroyed, they will try to melee you in the water like normal zombies.
Skeletons attack by keeping a distance (10 to 15 blocks) from you and shooting arrows at you. When they shoot at you, they don't move, meaning they are generally easy to fight, but if they get lucky the could shoot and destroy your boat.
When trying to CREATE a zombie/skeleton riding a boat, you need to push them into the boat or make them walk in the boat, like pushing a mob in a minecart. Here are the chances of them being able to ride a boat.
Easy: 0%
Normal: 50%
Hard: 100%
They have the same health, chances of despawning, damage, chances of carrying/spawning with armor or a weapon, etc.
Well I certainly like the idea of making the ocean more dangerous but I'm thinking Mojang should also add underwater baddies if they're gonna add these two guys.
I say that just because I don't want to get out in the ocean and feel like all the mobs that I just saw on the land are now somehow out to get me out on sea.. I don't think its too far to add the skeles and zombies on to the water, but if we start talking about giving creepers snorkels and spawning them in the ocean, that's too far.
Keep the land mobs on land and the ocean mobs in the ocean, know what I mean?

Add a new, hostile mob to vanilla Minecraft. Similar to the spider, this mob will remain neutral during the day but will turn hostile at night.
