Currently, Undead horses are unused mobs obtainable only through code alteration, however, I've come up with some Non-OP ways to obtain them, first off the undead horses:
Undead (Zombie) Horses Undead horses will now spawn in Strongholds (in the taller rooms such as the portal room), mounted by Gold-Armoured zombies, these Zombie Knights would provide a challenge to the player while he/she is exploring. If the Zombie is killed, the player can mount the zombie's steed.
This, in my opinion, would make a great use out of this unappreciated mob, providing both a challenging mini-boss and a great trophy for the player's efforts.
For your next Undead horse, you'll have to travel to hell and back, literally.
Skeletal Horses
For this, my favorite kind of Horse, you will have to go to the Nether, and locate a fortress, once inside you will have to look around for a bit. Eventually, you will find these skeletal horses, often being ridden by Wither skeletons. They also have a 50% chance of spawning with Wither armour on, this armour looks like a black horse skeleton, giving the appearance of a Wither Skeleton horse. This will act like iron armour, and will serve as the armour of a skeletal horse, as they cannot ware other armours.
I think this would be a good addition to Minecraft because Mojang would only have to program in the spawning data and program the horse to use zombie/Wither skeleton A.I. when mounted by one, which has already been done with the chicken jockey. The mobs are pre-made, and it would give us those unused mobs which have so much potential use. So basically the player gets these horses as rewards for venturing to the Nether fortresses and Strongholds, after all, the best you get from Nether Fortresses are Netherwart, which needs a ton of other stuff to do anything useful.
Important note: They would, like chicken jockeys, have the A.I. of the hostile mob, and would come at the player until the riders death, at which point the mount would resume it's original A.I.

Skeleton horses should attempt to run in circles around you, similar to how skeletons already do, allowing the skeleton to escape damage, and zombie horses should charge at you - because they go through you, you'll be unable to hurt them. The steeds should do no damage and run when their riders are dead.
Also, you spelt Zombie into Ombie in the OP.

Why Minecraft mobs should NEVER have multiple attacks:
- No other PC mobs do. - Mob behaviour is intended to be simple.
Why you should NOT name new "special ability" weapons as "XXX Swords":
- No other swords have special abilities. - Make a new kind of weapon.

Mobs can't control the mobs they ride, so the horse will just idle and wander the way horses do while the zombie sits on top uselessly. To make it a boss you'd have to change the horse AI, or make mobs able to control horses. And at that point this:

Hm. I don't know. The zombie would suffocate in a stronghold's short ceiling, wouldn't it? Heck, even the Nether Wither Skeletons might have that problem.
I'd be for it if it could work better, y'know? Zombies also can't do much on a horse. Wither Skeletons you could give a bow, sure... and just hope that with their awful aiming, they don't hit the horse. And in both ideas, the rider mob would most certainly suffocate.
I think they should only be visible if you've seen a villager or another player die.

Hm. I don't know. The zombie would suffocate in a stronghold's short ceiling, wouldn't it? Heck, even the Nether Wither Skeletons might have that problem.
I'd be for it if it could work better, y'know? Zombies also can't do much on a horse. Wither Skeletons you could give a bow, sure... and just hope that with their awful aiming, they don't hit the horse. And in both ideas, the rider mob would most certainly suffocate.
