The problem is in the ai, would a zombie be able to place a block while a swarm of zombies are standing over it, pushing it left and right?
It is much easier to make a function for the zombies to drop a player's base, rather than having the zombie being able to build up to the base...

Another thing the undead should have:
Able to breath and sink underwater!
Modern zombies aren't suppose to be able to swim, because they have no air to use.
So in this case, zombies can sink and stay on the bottom for as long as they like.
There could be a side effect though, like erosion and deterioration.
A zombie can be destroyed just by being in water for a long long time, but knowing sunlight, it will either burn (and fail to burn) them, or leave them alone.
So in this case, water turns from a survivor's ally to also the zombies' best friend.
why cant they work cohesively? the zombies would work together to build a staircase to your base (or multiple staircases). it would make it harder, because you would know that no matter how cheap of a base that you made, the zombies would find a way of destroying it.

I think it should be some what Like L4D's Survival mode. So basically At the beginning of the round Players Build their Defenses and prepare for the Horde. Once they're ready, They activate a button that triggers a never ending horde of zombies. From there on the players have to survive as long as they can. Once all the players die a set amount of times, the games over and it shows how long they survived. Servers also could make it so if the players survived a set amount of time, say 10:00. Then They win automatically, or it could just be survive till the end.

How do you define the ground then?
The source of blocks that "touches" the obsidian block at the bottom of the map.
So if it's a mountain, the trail of blocks leading down will eventually touch the obsidian floor.
You can then build above any block that's connected to the floor, but upon reaching 10 blocks' height without any support of link to the "ground", the blocks won't be able to withstand it and will fall.
The only thing is... Can you build a floating block 2 blocks off the ground, and then keep stacking it? Since the block on top will continuously fall, after reaching 10+ height, it'll just fall onto the block under it...
Maybe it's better if the supports of a structure MUST be placed on the floor (or linked to the obsidian floor).

Only, obsidian floors and walls, and allowing players to purchase lots of blocks with a decent amount of tokens.
The rule is that blocks must initially touch the obsidian floor in order to count to be a support for the structure.

They are mainly scary because of the fact that they want to eat you, there are a million of them outside the door, and they will claw their way through the door to get you if necessary. Oh yeah, and they are hard to kill.
What may work instead is if dead zombies piled up, and began forming dead zombie blocks. The moat would clog with zombies, and they could walk across, the mound of burned zombies will create a way for them to reach your floating caste, etc. If you do try to create a floating base, when they do reach you, they will easily overwhelm you since you are cut off from resources.
If no-floating is implemented, which Notch is already considering, then they will be able to claw the supports out from under your base. Access to floating materials may need to be restricted.
