The point of this suggestion is to add a new minor form of transportation. It won't be as big as a Minecart or a Boat, but I think that it'll prove to be worth something.
[The Idea]
The Grappling Arrow is a minor form of transportation that will be more mobile than ladders and travelling up water streams. It's main purpose is to help you traverse over vertically steep mountains, walls and buildings using a bow and the Grappling Arrow.
[Fundamentals]
Use:
By equipping and using a bow, the arrow fires and trails a rope as it flies through the air. When the arrow hits a wall or a solid block, the rope behind it will uncoil and enable the player to use the rope as if it is a ladder. The benefit of using this over a ladder, is that it slightly more mobile and requires less materials to reach approximately the same height or higher in a shorter time.
Crafting:
The crafting recipe will proceed as such:
With two [2] string beneath an arrow, it crafts the Grapple Arrow, with the arrow anywhere in the top bar of the crafting table, and the string in the two crafting boxes beneath the arrow.
[Accessibility]
Statistics:
Climb Speed:Half Ladder speed, due to instability.
Descent Speed: Ladder speed.
Rope range: 20 blocks and below.
Arrow range: Dependent on bow load.
Benefits and Downsides:
Benefits:
Extremely mobile, one of it's main features that compares with other means of transport.
Easily accessible materials.
Requires less materials to form when compared to most forms of transport
Range of use is extended.
Quick and easy form of escape from mobs and enemy players.
Downsides:
Same use as a ladder.
Rope range may or may not be enough in some cases.
Half ladder ascend speed.

What if you shoot a mob? And do you pick it back up?
I apologize for not mentioning this, but if you shoot a mob, the arrow will act like any old arrow.
Although, if you hit a mob with the Grappling Arrow you can pick it up, as it was not used for it's intentional purpose, and you can have another chance to shoot it.
Whereas if it hits a wall, you can't pick it back up, as it will allow other people to climb the same rope without having to worry about accidentally picking it up as someone is ascending the rope, and re-firing it.
Hopefully these are plausible, and again, if anything comes up you want to change, please comment!
