This idea came to me a long time ago but I did not think it realistically. Now that anvils and enchantments tables have been out, I think most of us hate getting blast protection or smite on anything diamond. My idea is putting the enchanted item in an anvil with a regular book next to it. The book with take the enchantment with the cost of some levels of course.

Worst idea. What are u going to do with the tons of books then?
I don't support.
That's the risk of enchanting. It would be cheap if you got a bad enchantment and just undid it.
If you're worried about getting a bad enchantment of your diamond, just enchant a book first.

I wouldn't necessarily agree with that statement. Where does it really say that enchanting involves risk? I can see where you would get that though, for example the completely random enchantments and the symbols. But nowhere that I have read that has said that enchanting is a risky process. But if it is supposed to be, then yeah, I completely agree with you.
Now, the problem I have with the OP's idea is, what if you get a enchantment on a weapon/tool with multiple enchats. Which one will the book take? Also, wouldn't it then defeat the purpose of just straight up enchanting books if this was possible? Not that I don't like your idea, i'm just trying to bring up some criticism.

that would be AWESOME idea. there are mods i think for that!
Enchantments aren't meant to be a "choose exactly what you want" kind of thing, the lack of ability to physically see or read what enchantment you're choosing is sort of a giveaway. In the end, you're just gonna end up creating a bunch of books with enchantments you'll never use.
Or you can easily bank them later when better tools come along, which would be, you know... overpowered. What the post above pointed out.
