I know a good deal of programming. And I can make such a program if enough people were interested. It would be most useful for adventure map makers, where they want to make sure that mobs do a desired range of damage. It would include the following factors into one final damage number:
The core damage the mob does, obviously
Difficulty
The weapon the mob is carrying
The enchantment on the weapon the mob is carrying
Potion effects
Over time damage such as poison, wither and being ignited (may be shown in a second number)
The armor the player is wearing (and amount of it)
The enchantments of the armor the player is wearing
