I don't really know what the recipes should be. But finding dungeons cane be hard, and finding a villager that trades saddles is rare.
You can find a nether fortress which is usually pretty easy and takes at most usually a half an hour and fortresses have loads of horse things in them. Finding a villager that trades saddles IS rare but finding villagers isn't as rare. Once you get two villagers you can easily start breeding them until you get a saddle trade.
if it was craftable then there woul be no reason to go into the nether now.
And there was no reason to go in the Nether before the update?
Horse armor should be craftable (as well as name tags). I think it was Jeb that said they weren't craftable to "encourage explroation," but.. finding enough iron, gold, and especially diamonds takes a lot of exploration. Putting armors in chests just feels sorta forced in.
