My personal opinion first: I think that magic would give combat more versatility as well as more options to how you choose to fight. Not only that, I think it would be extremely fun!
As apposed to a Mana or Rune orientated magic base I've thought of using your Experience level to determine what spells you can use but oposite of Enchanting I do not believe basic magic spells should consume Experience. Also to prevent spamming of spells I think something like a 1 second cooldown/reset time should be applied to basic spells and possibly more time for higher level spells. This promotes staying alive and not just locking everything in a chest as a fail-safe when you do something risky.
I also think that Enchantment books should now become Spell books and allow you to learn whatever it is said book contains the knowledge. I believe this wider and more game-changing use for books would promote exploration and team work between players
My current idea is introduce four types of magic into Minecraft: Fire, water, earth, and enchanting. First I'll cover the first three, fire, water, and earth.
A. Fire
Fire would be your basic "Destruction" style magic. Used to wreak havoc and kill whatever you choose or in the case of non-combative use, start a fire to clear a forest or something. As said earlier higher level spells need to be learned through spell books and also have to achieve a higher experience level in order to be strong enough to cast the spells. Also, I think that magic should be based on influencing the elements as aposed to making them from nothing, therefor I see it as a requirement that for basic fire spells you should have to carry a torch to cast them, some spells a lava bucket, and possibly for strong spells a blaze rod or something of the sort.
B. Water
I think water would make a great basis for "Healing" style magic. In the case of non-combative use though, I suppose it could be used to merely move water without requiring another bucket to do so. Same requirements as listed under "A. Fire". As for what item requirement for casting water spells, I am kind of unsure past the bucket of water.
C. Earth
Earth would be more defensive and non-combat based ("Sustainment" magic) however it could be used to kill. It could be used to move one ground block from one place or another without having to mine or dig it up and then replace it. The act of moving it via magic would not drop a block, just move the existing one to a new location. This could be used to create a wall between you and your attacker (I.E. Skeleton) or create a quick house when you're out in the middle of nowhere. The possibilities to kill with this magic are here, just move some sand or gravel and choke out your enemy. I'm not sure what item requirement could be placed unless it's similar to the "tool hierarchy", where your block can range anywhere from wood to obsidian and you can move any block deemed "less" than what you are holding.
D. Enchanting
Enchanting would be changed quite a bit this way. First, books are no longer required to enchant something, you only have to find the book and learn the enchantment spell and then have enough experience in order to use that enchantment spell. This would take experience from you in the same way it currently does. The levels of the enchantment should be done away with as far as the books go. The level of your enchantment should be a choice imposed upon by your experience. This would make enchanting a little bit more friendly and require a bit of teamwork for others who may not have learned certain enchantments.
All of this so far I believe would promote exploring to a high degree, because if you don't have any of the spells it would make life harder on you.

What is so overpowered about it? Who said the magic had to be a one hit end all to a mob? If the basic fire spell did 1 heart of damage and had a 1 second cool down, you could literally do about equal damage by punching the mob.
Of course it's partially a wish list, what else is someones idea to improve a game? Something they'd like to see added, something they wish to see in the game. So thank you for your unhelpful copy-pasta post.

This is a wishlist, and this is something that people have responded to negatively for a long time. Search around for this kind of thing so you can avoid these responses. Potions and enchantments already cover this stuff. No matter how a good an idea sounds in your head, still search for it first.
