Exploring the ocean is boring at the moment. It should be more difficult and more exciting.
1. The ocean should have hostile mobs such as Sharks
2. Wrecked ships stranded on the ocean
3. There should be water ruins under water with loot
4. Add tides, since boats are fast, and should have something to destroy them other than land.
5. Maybe add dolphins? You can tame them with shrimp or fish. Function wise may be like aquatic horses?
6. A new boss in the ocean. Since both bosses now are airborne, and the Nether and End, why not one in the water, in the default world? Maybe a hydra, which can be summoned from ocean ruins?
7. Ocean reefs containing starfish, able to see fish swimming, and more.
8. A scuba tank that can be equipped on the Chestplate slot. Extends bubbles.
9. Ability to see you blowing bubbles in first person.
Fishing
I think fishing should be slightly improved, as barely anyone fishes now.
1. There should be varieties of fish, both of different sizes and colors.
2. Big fishes restore more hunger, as small ones restore less.
3. You should be able to see fishes swimming in the water.
4. There is a small possibility of fishing a "silverfish".
5. A possibility to catch shrimp.
That's all I have for now, I will update the thread with future suggestions.
Some good ideas, but some too complex. For the fish I think in the description they could add the size, and that determines how much hunger it fills. This would prevent fish from stacking though, even if they were different fish. It really depend on if you depend on fish for food. Catching a silverfish wouldn't be too accurate because they aren't actual fish.
In your ocean suggestions, the only thing I would sign off on would be water temples, because that would be neat. But considering how slow you move in water, a shark mob would be almost insta-death, as you can't run away. Boats are already insanely glitchy, and fragile enough, I rather not have anything else destroy them.

Nice idea. but there be better when can be some new aquatic dimension. Here are some ideas : Name of dimension : Aquaria. Bosses : Giant Squid, Giant Lobster and Giant Shark. New blocks : Aquatic ore, Aqua block and Aqua brick

That sounds more like a mod suggestion to me.
Also, dolphins being ocean horses, they don't break, SOUNDS AMAZING. I would love that in vanilla!
