You know those default pictures you get when you put a painting up on a wall? Dislike Mojang's taste of art? What if you could make your own? Sure, you can use texture packs, but what about something that everyone else can see when they walk past? You can use wool, but what if you want more colors, and what if you want your art to be small enough to fit on your wall?
Okay, so basically, to make a painting, you would have to make a paintbrush, an easel, and, of course, paint.
Easel
Paintbrush
Paint
Combine any dye with a bucket of water. You get the bucket back, except it's filled with paint instead of water.
Mixed Paint
Combine two paint buckets together. The colors work the same way that dying leather armor works (You get a lot more colors than just the 16 wool colors). You get both buckets back, which are both filled with the mixed paint.
How To Paint
First, place the easel. Then, place the bucket of paint you made. Note: Paint cannot be placed like water. Instead, the bucket will be placed along with the paint, so don't worry, your house won't be flooded with (insert color here). Then, right click on the bucket of paint while holding your paintbrush. The level of paint in the bucket will go down one pixel. Right click your easel with your paintbrush. A (insert color here) pixel will appear on the painting. To paint more than one pixel at a time, hold down the right mouse button.
Making Bigger Paintings
The default painting size is 16x16 pixels, which is 1x1 blocks. To make it bigger, place the 1x1 painting on the wall, then place another one next to it. The frames of both 1x1 paintings will combine together, making a 2x1 painting. Using this method, you could make a wallpaper for your house by placing solid-colored paintings all around your room, or some graffiti to spice up a boring brick building.

FAQ
Q: What if I'm colorblind?
A: When you hover your mouse over the paintbrush in your inventory, it will tell you what color it is below the amount of paint it has left. Or you can simply use neutrals, like black, gray, and white.
Q: Can I grief/troll people with this?
A: There are many ways to do that. So far, the ways I've thought of are: putting fake diamond ore in someone's mine, or putting a fake Herobrine to scare the crap out of them.
