I was thinking it may be cool to have low and high water.
for example, when its raining, Perhaps the water from rivers and sea's only, should be raised by 1 block
along with the surrounding banks
and when its dry for a long time the water should be lowered by 1 block.
It may give a bit of challenge in farming. Like building a small **** along the banks to protect your farm from being flooded on high tide.
and during low water your fields may dry out, and you do not want this as it will be annoying. so,
I think along with this idea a red-stone pump may be a nice add on to deal
with this problem.
A pump should retain water level with a selector 1, 2 or 3.
place the pump next to the ditch and all adjacent water untill a range of 12 blocks will not raise in there.
or perhaps make sprinklers on low tide.
To make 1 thing clear, I do not think that water in basements or small ditches should raise, only in and around rivers and sea's.
If you make a farm high in the hills, it would take the fun away if it can be flooded, drying out is another thing.

Perhaps loading time or lag may not be a big issue because right now water is loaded in stage 2 in my idea, only at sea are large changes during changing tide, in the jungle where lag is usual higher isn't that much water to be regenerated as at sea where the lag is lowest.
Yeah, I've always wanted the sea and river's to rise one block during a storm. they should cover more than just directly on top of the existing water, and spread to other areas too, though. The main problem would be lag from all those blocks being made.

I don't know how mine crafts database fits, i do know the world it is generated while you are on the spot, in fact right now the water is generated at the normal tide, so its also generated in stage 2 in my idea.

Maybe u didn't read it well enough, you can build a 1 block **** around the farm to prevent it from water flowing in from sea, and control the water level in the field ditches by building a pump

flooded fields only happen if you dont place a **** along the farm, simply make a redstone pump, set the selector on water level 1,2 or 3 and your fields are safe as long as your **** is high enough.
and laggy, yes for some people minecraft can be laggy, and some people may have problems with this concept, solution change the gamesettings (for example render distance) some players with old pc's want more then they're pc's can handle, and have their settings way to high and have lag during rain, or when their in jungle or nether.
it isn't fair to blame the game for this if players have their settings to high, also I have a fast PC and I do simply have to live with the fact that a lot of cool stuff can't be done because others have ancient pc's.
I can tell you its very sad to have a nice computer and you are not being able to experience the cool stuff because others work with 90's stuff.
I'm sorry i don't feel a lot of compassion for pple with this problem, because if your pc can't even minecraft then perhaps its time to look for a new one, and donate the old one to a museum.
Um... why are you using the sea to irrigate your crops? Why not... use placed water? Also, no support since it would be bothersome with partial blocks and irritate builders. Also, it would look derpy.
This would sound cool for maybe a mod or something. But For some people who don't have the best computers in the world this would probably cause a lot of lag.

I think we have all thought of flooding, but I couldn't ever think of the implementation. What I do know is this would lag, a lot. Not to mention, issues such as water draining that you played there, etc.
