Why not do the same for hunger too?

Also, the way you define it, it affects all players, it cannot be on a per-player basis. Ever. Is that really the intended behavior? Maybe it would be better to add another parameter:
Targeted gamerule is an oxymoron! Gamerule is ,said by mojang, to change the rules for the entire world, and to target no player in specific Gamerule is a "junk droor" that is intended to include everything that isn't targeted. If it is to be targeted, just make it a new command!

what is mean:
when you respawn you will start with [number] health.
1 point= half health point.
20=10 full hearts.(Default).
it can helpful while use gamerule naturalRegeneration fulse.
another gamerules :
/gamerule spawn [wood,iron,diamond] tools false (Default)/true.
/gamerule spawn [leather,iron,diamond] armor false (Default)/true.
to theses gamerules have option to @a/p/r
these gamerules can help in creat a kits.

Where playername can also be a team name.
/gamerule playername respawnhealth [number(1-20)] i dont say can to do for per player. (can to kits gamerule as up).
