leaves drop Spirit wood saplings (5% drop rate or 1 in 20, saplings can only grow into spiritwood trees in Haunted woods biome or in Spiritual Essence and require light level below (whatever light level it is when its overcast in the daylight)) otherwise it just grows into a regular birch tree.
When you break the Spirit wood logs there is a 1 in 6 chance that a "Restless soul" will spawn (1 per tree on average)

looks like a ghost (think wraith from DrZhark's mo'Creatures)
can fly
must stay within 20 blocks of a Spirit wood log or it takes constant damage
moves about the same speed as a Zombie
only spawns when the player breaks a Spirit wood log (light level does not effect spawning)
has a very weak short range (0-5 meters) attack and no melee attack
cannot be harmed by stone, iron or diamond weapons (unless enchanted)
drops: Spiritual Essence (85%), Ghast tear (5%)

a liquid that is required to grow spirit wood saplings into spirit wood trees outside of the spirit wood biome.

Long ago there was a village on the forest, it's name long forgotten. This village is special as it has a mysterious ending. Everyone within the village died of no known cause and those that were out in the surrounding forest came home to find all of their loved ones had perished. In their funeral rituals they planted trees to honor the dead and these trees grew corrupted and trapped the souls in their roots!

Ectoplasm is more of a gauze like material than a liquid. I will not post example pictures of ectoplasm, because it is very disturbing and just gross, and I don't mean Ghostbusters ectoplasm, the slimy stuff. I mean the stuff in séances. Feel free to look it up on Google images.
Ectoplasm was a material produced from orifices on a medium's body when performing séances, and spirits would drape this over their non-physical bodies to interact with the real world. Basically the ghost made of a blanket with the eye holes, except the blanket was actually ectoplasm, the media just changed it to a blanket to make it more acceptable for TV shows/movies/books/etc.. This basically ruins the ectoplasm part of the suggestion, because it would not flow, and if a sapling were grown on ectoplasm, it would die. Also ectoplasm is not see through at all. Also this is not what ghost were made of, just what they used to interact, so they wouldn't drop it. Perhaps a witch could drop it though when killed, because that is the closest to a medium there is in Minecraft.
Also, why would the restless soul spawn from the tree. There would need to be some lore behind this for it to work for me. I'm sure a ghost would much rather haunt a house than a tree.
well instead of ectoplasm then, ill call it spiritual essence. It s just for the ability to farm the trees, though as it is from a rare small biome it should be more difficult to farm than simply planting a sapling and waiting to harvest...
As for the Restless soul spawning from the tree...
In the Ancient times there was a village, its name long forgotten. No one know what happened to cause everyone in the village to suddenly die... The few survivors, who were out in the surrounding forest gathering supplies, came home to find everyone had died and in their burial rituals planted trees to mark the tombs of their fallen loved ones... these trees grew and trapped the spirits of the dead within their slowly corrupting roots...
The Spirit Essence is the Tainted spirit still unable to move on from this world and it searches for another Body but forcing a soul from its body takes time and usually kills whatever body it attempts to take over although the Spirit wood saplings just happen to be tainted enough to accept a new soul!
There is a mod for a twilight woods dimension, that had bosses and structures, almost as grand as the aether. But a biome will look out of place. The mushroom biome was pushing it a little actually, just make the mycelium darker and add loads more small and large mushrooms, and it can be a little creepy. Even if it was implemented, tell me why I would want to go there? Is there some sort of extra use for this wood apart from really really really low light? Even if it was, having to fight a restless soul for it with a wooden sword does seem reasonable. Give it more purpose, more of a need, and i'll buy it. Also, why would restless souls drop ghast tears? They're ghast tears, not any-kinda-flyin-thin-that-kills-people-mercilessly tears.

I was thinking about this and was actually wondering what others would think i have a few ideas and was going to do a poll to see what people liked! (i just need a little more time to get it organized and all (darn life always taking up my time lol)

I agree... at the time i was thinking they're both related to ghosts, and maybe the primary difference is that a Ghast is a spirit that made it to the Nether and a Restless Soul did not, thus they are similar in more ways than just flying ranged killers (though the restless soul will be far less annoying/deadly)... that being said i was not wanting to use ghast tears myself but nothing else seemed to make any sense to me at the time in any way! i guess i could ask people to reply with their ideas of what it should drop besides the Spirit Essence!

Sounds like a good concept at first glance, but I feel it may be a little bit too difficult to program, and it generally seems kind of over complicated. If it were simplified, then it may have my support, but for now, I don't feel I can give it.
this should not be too difficult to implement as far as coding is concerned minecraft uses a very simple system for dealing with adding all of this. And I like the added difficulty to farm these trees as they're not normal and hard to find!
Honestly, there should not be magical biomes. It just feels wrong to me.
if you're complaining about.magic then enchanting must be a negative too this ties in to the current magic level on MC quite well as there's already ghosts "Ghasts" and enchanting that I'd consodder magical...
