As we all know, leaves in Minecraft are currently, for movement, as solid as stone. This is the source of the "tree running", as we've probably all done at some point or another, where you get on top of trees and just run around without a care in the world.
I propose that leaf blocks be similar to webs, but with a lot less resistance and a noticeable lack of fall-breaking. To keep the ability to move through trees (and tree houses), a new block called branches should be introduced. This block would be almost identical to the current leaf blocks, the only difference would perhaps be the chance to drop sticks as well as leaves' other drops. It would look very similar to leaves, with only a few small brown branches to distinguish it. You can still harvest leaves, and now branches too, with shears.
Making leaves passable at a reduced rate would also make jungle biomes more interesting and dangerous because their heavy ground cover would become a real obstacle to movement and vision. Pushing through the low foliage, the moans of zombies all around, an arrow zips through the leaves to slam into the ground by you; and all you're thinking is, "****. ****. ****."
Cats and ocelots, and maybe iron golems (because of their large size), shouldn't suffer a reduction in movement speed from passing through leaf blocks. Ocelots (and cats since they derive from them) shouldn't be affected because they are native to jungles and are supposed to be hard to catch, but I'm afraid that if they were in the leaves taming them would become an impossible task. Perhaps increasing the distance at which fish will attract them so you could clear an area and wait? Or maybe changing ocelot AI so they like to hang out in direct sunlight, which inside of leaves would not be. I don't know, so ideas on this are welcome.
Optional: leaves have less resistance vertically than they do horizontally.
This would allow low trees and jungle bushes to be harder to pass through while preventing the situation of: you fall from a great height, slowly pass through some leaves, then fall one block from the leaves to lose all of your health.
In summary: leaves become passable, a new block fills the place leaves currently have, and I become even less likely to get a cat.

I like what you're suggesting, but no support, just because it's relied on so much.

That's why I suggested "branches", functionally identical to current leaves, just look a little different. They would have a decent chance of spawning instead of leaves in trees.

I sort of like texTnummbers22's suggestion as a middle ground between extremely easy tree running and extremely skill-and-knowledge-based tree running, because it would require some skill but still work everywhere. However, any sort of lag and timing your jumps would become near impossible without the time allowance being so long you could just run across, which rules this idea out. Sorry.
Yes, my suggestion would remove "running like a baws" (spell it right, man) on top of trees as a casual thing. It would instead allow more variety in construction, as tree houses would have a passable block to work with without breaking theme. The main thing that was going through my head when I thought of this was that forests and jungles would give an additional advantage to defenders because they could know where to jump in the foliage to get around quickly, whereas the invaders would have to force their way through. Or show great skill by following the defenders across the trees.
Vines in jungle biomes would seem to be an issue, but the Smart Moving mod* has already demonstrated climbing vines without support blocks is doable, so if that were implemented at the same time then there would actually be increased vertical movement potential, increased ground level horizontal movement potential, and only slightly decreased treetop movement potential.
Replacing your leaf floors with branch ones (which look almost identical, I remind you) would be a onetime issue and has zero argument-potential on this suggestion. The safety issue is relevant, however, I personally think if you're hanging out on top of a tree for ten minutes waiting for the night to end you're doing it wrong, or you are on adventure. But you're still probably doing it wrong. The safe-travel, on the other hand, I can definitely see why this would hurt that, especially on servers where you can't reliably sleep the night away. I, if I have to travel at night, can run through the monsters with little trouble. Lag would make it a little harder, but if you are in a situation where you are low on health, hunger, and equipment, you've done goofed and it should take skill and a little luck to survive. Unless you're on hardcore a death simply means a sometimes painful loss of experience and an inconvenient run to try and pickup your stuff, but that's about it. Getting more experience is simply a matter of mining, smelting, cooking, and killing monsters, all of which are common tasks every player should do.
Jungles are a Your Mileage May Vary biome; on one hand, they are supposed to be difficult terrain, and on the other, it's a game. But I feel that challenging terrain is uncommon in Minecraft, so making some biomes more challenging to crossing than basic flat roads adds to the fun of the game. YMMV.

Hmm. I hadn't considered the low graphics non-transparency, which would be suggestion breaking, but... I suspect transparency's performance hit is nearly imperceptible, especially if Optifine's optimizations were integrated as they should be. In that light, the transparency option would be superfluous and could be removed without harm.
And I feel leaves shouldn't be solid, which is why I opened this discussion.
