Ok,i'm gonna tell you simple but important thing.There's absolutely no sense of weapons and tools being enchanted,with books,ON AN ANVIL!And it is a very complicated and long proccess,if you want multiple enchantments for one item,and sometimes you even can't enchant,the enchantment don't show,and your book is gone.So i suggest for the books to work alone,when the anvil keeps his original purpose:repair items and change their names(despite i still think name tag should work alone too and in all items,but this is for another thread).So,when you have the book in hands,you right click it,and a gui shows the items that can be enchanted with this book in your inventory,you select one,and there it is,your item is enchanted.

Here's the normal method,but with just 1 item.
With 1,it's almost okay,but now you have plenty of items to enchant,and MULTIPLE enchantments.A map maker nightmare.
So you select your book,and right click.
The gui appears
You select your item
and there,item enchanted.

The anvil is used to combine enchantments and items. I see no issue with using it.
Besides, what makes right clicking the book and it magically transferring to your sword any more realistic? Plus anvils mean a player in an adventure map has to wait to get to the next town in order to boost their sword, instead of doing it on the go.

Anyways, this was what anvils were originally intended for; repairing and renaming items was just an afterthought.
