The idea is pretty simple. When you place a written book in an item frame, holding the control key and right clicking on the book will open it without having to place it in your inventory.
The main use would be for public libraries in SMP servers, where stealing could be an issue, and plot protection would prevent people from reading the books. An addition to the idea that would make integration easier would be creating a book stand that functions similar to an enchantment table, chest, etc. If there was a book on the stand, right clicking would bring up the pages, and if it was empty, nothing would happen. It would be aesthetically pleasing as well.

Seems like a decent idea; though, like what Deonyi said, I think it would be more practical (or at least, more interesting) if there was a structure in relation to public reading.
Support. I'd like to be able to have a Lectern, book stand, or some similar way to have a book in a specific room and read it without having to open a chest to get the book out.
