I think there should be a gamerule for the command block that turns off player twitching when hit or takes damage. I find the screen shake annoying when in combat or while running down a hill and takes fall damage. Its like having an controller with the vibration on.. I'll perfer the opinion to turn it off. It would make some maps more changing and make the user be more aware of their people as they would be unaware of attacks unless they see the attack it self or their health go down.
You could also create this effect in a potion called "numb", where the players screen would not shake when taken damage making sure not to send that visual alert to the player.
I actually kind of like the idea, but only has a gamerule and not as a potion effect, which wouldn't make too much sense anyway because even you are numb, your body will still get the momentum kickbacks anyway from some sources of damage.
