The idea is simple. For most mapmakers that don't have MCEdit this might make mapmkaing a charm. Basically, the format of /enchant is changed. The new format would be
It's a great idea though we can sort of already do that or rather make it seem that way with mob spawners and/or dispensers setup to spawn or dispense premade items, with customized lore and descriptions, designed by the map maker.
We can also make custom NPC shops that can sell said items and if the items are in the NPC shop's last slot, the user would have to do many trades with the NPC to work towards getting that final deal, just like the normal trades they do now.
.. and for the worry of limited supply on a dispenser, if you're using McEdit already, then you may as well use the "FillDispensers' filter by sethbling to change the item count to -1 which will make that dispenser have an eternal never ending supply of whatever is inside of it, so long as that dispenser never gets moved or opened again or has anything added to it afterwards. I know your idea is leaning more towards not needing McEdit but I figured I'll toss that out there anyways.

I don't really think it's a good idea to let map-making easier. Personally I have found that all you really need to make maps is MCEdit or In-Game NBTEdit, which does something to the same effect, but without having to leave the game. If it were made easier, I just think there would be a "Mod-Maker Effect" where beginners to Minecraft would make, upload and spam the forums with very mediocre maps.

I've personally never used the /enchant command because of this, but some find it useful that it works with just that one item. Add a true/false to it to make it so the hand thing is optional. If false, it will require an item ID.
An idea for this improvement (but you don't need to do)is now you can finally have that custom made farmer class have his diamond hoe have sharpness!
Or a fisherman class with that fish of knockback! Woohoo!

I'm pretty sure MCEdit has many features already possible in the game itself. So even though its not the point, why not add another to the list?

I agree, it does not matter to have this change. No Support, though only since MCedit exists.
