Really, I really want to encourage the actual ringing aspect of the bell instead of it being just another beacon. I want it to actually require some effort to get up and move around, not just the people of the village hiding in their houses while the bell tolls away, killing all hostile mobs.
Also, the village idea is nice; having them generate as part of churches with priests ringing them daily would help the atmosphere a lot.
I really like this idea! I usually tend to make structures that need a bell or two and the iron bell would really be useful for detecting mobs in nearby areas! People could probably add the iron bell to their automatic farms and such to signal that they're done or ready to be used. I love it!
The enchantment effects help add a reason to collect gold and to actually make a bell. Without them, bells would be pretty useless.
So? Stone bricks don't have enchantments, does that make them useless? No. They may provide a good wall or purely serve as decoration. For bells, the ring is enough to make them useful. The model of the bell is a bonus. Not everything has to based on survival. It can be used for creative, and/or adventure maps as well.

Exactly; in Adventure maps one could give the bell a potion effect - ooh, perhaps throwing a splash potion could spread it around... - by having it so that you put a potion into a dispenser and it creates a sort of beacon.
