How about this, you can enchant blocks, and if a player is within a certain radius of the block, any tool/weapon/armour they are using ( within normal enchanting bounds) has that enchantment applied to it. The radius could depend on how rare the block is or a difficult it is to be obtained.
While this is an okay idea, it needs a little more elaboration. What blocks would you be able to enchant? Would enchanting the blocks be any different to enchanting gear? Would the enchantments applied by the blocks stay on your tools or wear off when you go out of range?
All blocks would be enchantable (except for obvious ones like piston or enchanting table), and their effective radius would depend on the rarety of the block.
