Too out-of-place. Mermaids, in my opinion, wouldn't fit well with the rest of Minecraft. I do, however, like the idea of the mob dropping an item necessary to craft a weapon that you can't find anywhere else. Perhaps, sharks could be added. It could be neutral/agressive (Similar to what you said) and drop a shark tooth that can be used to make a spear. (Again very similar to what you said) The general idea you have is very good, and in my opinion would work well. Just replace "Mermaid" with something else. So for that I give my half support
I like the concept of pretty much any water mob (having come up with one of my own that a lot of people seem to like) but I doubt we will get content to oceans until swimming is changed to not be as cumbersome and challenging to maneuver. Right now trying to fight any mob that can swim underwater would be challenging due to how slow you move in it and how bad it controls.
That said this is kind of vague. Some stats for it like health and damage would be nice, and maybe a bit of a better description. Also you described it as passive/aggressive, and it can't be both of those (at least not without having 2 mobs that just look the same but behave differently. Neutral might be the word you wanted, but you described it in a way that makes me think it is always hostile.

Having mermaids implemented wouldn't fit into the overall theme of Minecraft, and they would be out of place. As stated before, sharks should be added, or maybe you should be able to actually see the fish swimming in the ocean.
