That's exactly what this suggestion is about. If you drop anything diamond-anything-WAMMO! It smashes to pieces. Those pieces are diamond shards.
It depends on how far the diamond thing fell. If it fell from a wall, say, four blocks high, only a small amount of diamond shards will break off. You can mend the diamond back together by whipping out the good ol' crafting table and put the diamond on the big square, then put the diamond shards that fell off on the squares and 2 slime balls (to glue the pieces back together, 'cuz slime is sticky ).
Diamond shards can do different things, too. If you collect them and set them on the ground, they work as spikes, except they don't do near as much damage.
I also think that if you put diamond shards in front of a torch, they should reflect light. And if you connect redstone with the shard, they give off light, as well (perfect for disco balls! ).
Post what you think! If you don't like it, give a good reason why you don't, and maybe I can think of something!

Even if you were using Minecraft terminology alone, that would mean you could mine diamond with the simplest of materials, i.e. wood.
Diamonds are the strongest substance known to mankind, but because of this reason diamonds are very hard to forge together. If, for example, you made a real diamond sword, it would basically be glued together and would shatter if you whacked anything with it. Pretty dangerous...However, no support.

I don't like this idea, and it doesn't seem that I would have any reason to want it in-game. Especially not if my enchanted diamond sword would break into multiple, un-enchanted shards. Would you mind explaining to me the benefits of this idea?

I do admit, I did forget to take this into account. For some reason, my thinking was still stuck to the fact that the OP's logic would be saying that it would have to be cut rather than it have to be shattered (This is obviously wrong, but it hadn't clicked in my mind) Though, still, generally speaking, dropping it a few feet down still will not cause it to shatter.
While my argument might not be completely valid, I am sorry to say, the OP will not be able to find a supporter in me.
All this would do is randomly punish you for accidentally pushing the Q button. It's arbitrary and has no real gameplay value.
However, I do like the idea of optics. They wouldn't need to reflect what you see, so they'd be relatively light on processor lead. The only problem is that light isn't directional- it spreads in a similar manner to water.
That could be fixed by making the diamond shards into lenses, which would project a focused beam of light much like a spotlight. It could then be used to either light up a bit of terrain or to strike a "disco ball" of some kind that would scatter the light in every direction, potentially lighting up far more area than usual. This would be handy for building large structures with minimally obtrusive lights, but wouldn't horribly overpowered (since it costs diamonds to make).
I'm not entirely sure how you'd create diamond shards, though (perhaps they could just be a byproduct of shattering a diamond tool).
