The Idea
Mojang should sell older jar files (and once the new launcher is officially released, versions) on the minecraft website. That way, people would be able to play their old minecraft versions legally.
How much It would cost
The JAR files would cost around 1-5 dollars. Here's an idea for the purchasing page:

I was under the impression that with the new launcher being able to easily navigate from version that we were going to be able to backtrack without using MCNostalgia.

Retired StaffThis is correct. Downgrading tools don't violate the "no distributing .jar files" rule, as they don't actually transfer a Java .jar file.
They instead send you a patch that modifies the minecraft.jar you have, transforming it into an older minecraft.jar
